Let's examine that particular text:
Do not give what is holy to the dogs; nor cast your pearls before swine, lest they trample them under their feet, and turn and tear you in pieces.Jesus uses two examples to reveal a spiritual truth. "Dogs" and "swine" represent unbelievers in the Bible. The words "pearls" and "that which is holy" represent precious biblical truths, principles, commandments of God, and directions, which God speaks to your heart.

These precious things are not meant for the unbeliever. Trying to preach holiness may result in them turning and tearing us to pieces. I can say many things in this article that an unbeliever can read and ponder. But in a one on one situation, I should be careful regarding what I choose to share as I know that "holy things and pearls" won't be accepted by unbelievers.
The portion of the Bible designed for the unbeliever is the Gospel, which includes what Jesus accomplished through His death, burial, and resurrection. We are to preach the Gospel to the unbeliever. When a person accepts Jesus as his or her personal Savior, then we can begin to teach this new believer about the holy and precious things of God.
"And He said to them, 'Go into all the world and preach the gospel to every creature. He who believes and is baptized will be saved; but he who does not believe will be condemned'" (Mark 16:15-16 NIV).
