The following Scripture addresses the qualifications of a minister:
This is a faithful saying: If a man desires the position of a bishop (overseer, could also be a pastor or associate), he desires a good work.God gives these qualifications for ministers because He knows that without them present in our lives and hearts we would buckle and fall under the pressure of ministry. It is true that we can only take someone as far as we have matured.
A bishop then must be blameless, the husband of one wife, temperate, sober-minded, of good behavior, hospitable, able to teach; not given to wine, not violent, not greedy for money, but gentle, not quarrelsome, not covetous; one who rules his own house well, having his children in submission with all reverence (for if a man does not know how to rule his own house, how will he take care of the church of God?); not a novice, lest being puffed up with pride he fall into the same condemnation as the devil.
Moreover he must have a good testimony among those who are outside, lest he fall into reproach and the snare of the devil."

For instance, if I haven't conquered major sins, how can I teach you how to resist them? If I can't do something on a small scale, how will I do it on a larger scale? The Bible says that if I have my personal life in order, then I will have the skill to lead and keep my church in order. Leaders can only take people to the heights to which they have attained. These are some of the reasons why God gives specific qualifications for ministers.
