I have a Christian friend who is always blaming other people for his problems. What Scripture can I give him to show him that we shouldn't blame others for our problems?

The first thing you want to share with your friend is that God is the one who promotes us and blesses us. The Bible states:
For promotion cometh neither from the east, nor from the west, nor from the south. But God is the judge: he putteth down one, and setteth up another.
(Ps. 75:6-7)

Many seek the ruler's favor, but justice for man comes from the LORD.
(Prov. 29:26)

What shall we then say to these things? If God be for us, who can be against us?
(Rom. 8:31)
God can bless us in spite of other people and our circumstances. We have to come to the place where we realize that God is the one who brings blessings into our lives, not people.

We can release God to bless us by showing mercy to others and filling ourselves with the Truth which is the Word of God.
Let not mercy and truth forsake you; bind them around your neck, write them on the tablet of your heart, And so find favor and high esteem in the sight of God and man.
(Prov. 3:3-4)
If your friend will quit blaming others, begin to be a blessing to people, and feeding on the Word of God, he will notice the favor and blessing of God increasing in his life.
